Staff in KEMSA are up in arms protesting what they referred as outright disregard of their rights by the Chief Executive Officer (CEO) Dr. Jonah Manjari who since his arrival at Kenya Medical Supplies Authority (KEMSA) on 1st July 2019 has completely sidelined them in decision making.
The directors and managers who sought anonymity referring to the KEMSA boss as a tyrant said the CEO has since December been nudging the board to adopt the contract decision by using guerilla tactics including name dropping titles of the high and mighty to make them consent.
The staff say changing contracts midway is illegal. They say they have not been consulted and only woke up to read the information in the dailies. The CEO didn’t even indicate intentions of compensation which was unfair.
They read malice in the whole issue saying many were headed to retirement in a few years and had put their lifetime efforts to grow the organization.
The move is a contrast to the directive by the Public Service CS Magaret Kobia who in previous interviews said the Government had learnt from the lessons of year 2000 not to interfere with running contracts but to focus on natural attrition and or new recruitment in order to save taxpayers money.
CS Kobia says the idea is in proposal stage and not yet implementable till the finer details are discussed and agreed upon.
The public nurses numbering over 33,000 also previously went to court to stop their employer from effecting the changes. The court froze these decisions till the Government comes up with a proper structure.
This move by the KEMSA CEO and board is therefore suspect and malicious.
Since December to date, they accused the boss of hiring over 100 staff to the Authority, a bigger percentage from Kiambu and Nakuru Counties.
This is despite the Authority having a bloated workforce which was straining the wage bill. By the end of this year, KEMSA will have close to between 900-1,000 staff which is way over the 700 staff working. This according to the Auditor General report 2018/19 is already too high.
The latest move to change contracts from permanent to 5 year renewable is targeting to rid the old staff so that he can recruit his own team who he can easily manipulate to award tenders to his friends.
The KEMSA CEO has gone ahead to give a proposal on dismantling the operations Directorate to create a technical wing which he alleges will be filled with experts only to hide his clandestine intentions of hiring his own people for self gain.
Staff at KEMSA have been kept in the dark over the CEO’s intention. The new chairman Senator Kembi Gitura is being muzzled and hoodwinked by the assertive boss to endorse decisions without full knowledge of their impact.
The board members are on the other hand clueless to the going ons at the Authority where procurement is being done to favor CEO’s friends and only using their signatures to endorse decisions.
