Civilian Staff Decry Militarization of EACC

Frustrated civilian staff at the Ethics and Anti-Corruption Commission (EACC) have come forward to express their discontentment with the current stewardship of the state agency.

Writing to this blog on Tuesday, October 4, a concerned employee of divulged how CEO Maj. (Rtd.) Twalib Mbarak has turned the commission into some sort of military camp, where intimidation, threats and blackmail are the order of the day.

In his submission, the source who sought anonymity explains that this militarization of the institution has laid the perfect foundation for gross unprofessionalism characterized by corruption, prejudice and nepotism.

Recruitment and promotion is not done on merit but on a sex for favour basis, to the great disadvantage of male workers.

Job adverts are only a formality.

Word on the ground is that the recent promotion of Director of Investigations to a Deputy CEO post was officiated under the bedsheets of a guest house.

Cronies of the “deep state” are said to be already yearning for the vacant position, which is yet to be advertised.

The commissioners and chairperson are toothless, they can only quietly watch as the boss runs the show.

His word is like a military order, anyone that goes against it is discarded.

The majority of employees are currently sinking in demoralization, and many continue to quit every other day.

From constant discrimination to having their medical cover slashed as the broke institution has a frosty relationship with the treasury.

Unlike before, nowadays, they have to pay their own yearly subscriptions like ICPAK and others.

As a concerned citizen, I am perplexed and shocked at how the CEO Ethics and Anti-corruption Commission is lecturing County Governors on the management of Counties’ Human resource.

This is drawn from a circular letter dated Thursday 22/9/22 to County chiefs, and chairpersons of public service Boards.

The Chief Integrity sheriff is running the commission like a military camp, characterized by intimidation, transfers and blackmail.

Nobody dares to challenge unethical conduct in his leadership.

A lot of employees have quit the agency because of frustrations and demoralization.

The move by the former president to trust military men to run government institutions made the former military man and former employee of the commission got tasked with heading the institution tasked with enforcement of chapter six of the constitution.

The newly recruited commissioners and chairperson are watching military rule at play at the institution without questioning the authority.

The CEO has managed to get his troops in the management of the deep state.

The remarks by Deputy President Rigathi Gachagua on staff being free to critic and not talking through WhatsApp or low tones is a move yet to be realized at EACC.

The human resource office is managed unprofessionally. 

Most recent adverts on the dailies became just a formality to sanitize recruitment of the boss’s cronies.

A secretary advert was published, yet they had a specific candidate for the position.

Reports have it that a bodyguard to the military man was appointed to a position in the institution through a sanitization process, among other appointments.

Promotions are given on hotel bedsheets after dates.

With the recent appointment of the Director of Investigations to a Deputy CEO post, the investigation directorate is vacant and his troops and deep state agents are eyeing the slot, which is yet to be advertised.

As the saying goes, don’t remove a speck in your brother’s eye while you have a log in your eye is coming to reality.

The Unethical practice in the institution falls short of the integrity threshold, and the CEO should be the last person to lecture and reprimand governors on the sacking spree and malpractice in the human resource department in the counties.

The commissioners and chairperson of this institution should up their game and move with speed to salvage the institution tasked with enforcement of chapter six of the constitution.

The handling of corruption cases is a story for another day.

Demoralized staff, slashed medical cover, broke institution because of a frosty relationship with the treasury and skewed promotion of his cronies.

No training of staff, yet years ago there was regular training of staff to meet the changing investigation need.

Officers are working in fear because of military intimidation.

Employees are made to pay for their own yearly subscriptions like ICPAK and others.

Job adverts are just a formality.

Even a senior position which should have been advertised in the dailies is awarded through an internal advert for his preferred people.

Merited promotion is left for him to decide who to be promoted or if you are willing to pull down your skirt in the bedsheets, which disadvantages men.

The president should move with speed to save this constitutional agency from being militarized and run down to be a family company.

The CEO, therefore, should be ashamed of looking at the governor’s dirty linen and yet his clothes are rotten.

Militarization of the organization is taking the institution to dogs.

Militarization and police culture is taking the institution down the drain.

Initially, there was the anti-corruption police unit now it’s the ethics and anti-corruption commission which made the entry of civilian professionals’ entry to the commission.

The culture of militarization of institutions like this is a big mistake that employees cannot speak about.

The move by the former president to trust government institutions with the management of this institution is something that it brought down the gains of the constitution.

The institution’s human resource was transformed to get experienced civilians to the commission to help in the fight against corruption.

The message by the current deputy president on state capture, intimidation and coercion plays well in the institution because the CEO is a man of his own military world because of military aspect.

The employees are being treated as thrash and the “boss” takes the day from who to arrest, prosecute or investigate, not following the professional advice of the experienced staff.

The military or police capture in this institution is evident, no civilian has been promoted to a managerial position.

Those challenging the boss are always taken to the military training school to be “taught” or transferred.

Most of the time its meetings are full of intimidation and employees cannot speak out because of the fear instilled in them.

Promotion is done not based on merit, but on what the boss says.

It’s like an order.

Many employees and commissioners just watch the military action in place as a young officer is promoted from one job group to another without speaking because it’s an order.

Employment is based on whom the boss wants.

The CEO has managed to even employ his cronies, and friends, without due process or merit.

The militarization culture should be dealt with to save the institution’s image,” the source says.
