KRA Workers Speak Out: With No Staff Union, KRA Employees Suffer In Silence

Hello Cyprian, I work with KRA but for my safety and job security. Kindly do not disclose my name. I have been a contract staff since 2014. Earlier this year the CG, Mr. Mburu communicated an intention to confirm us I.e all contract staff who had worked more than 2 years, except for those who had Integrity issues.

At the point we were being trained on the validation process we were to go through, we had been told the cut-off mark for one to be considered for permanent and Pensionable terms was 70% and above. We were validated for the financial years 2018/2019 and 2019/2020, for which they calculated an average for the two years to arrive at the final score.

However, the Board through the CG, later on, shifted the Goalpost after the completion of the validation process and the compilation of the final marks, the CG communicated that the Marks for one to be confirmed should be 90% and above, making only 41% of 2000 staff who underwent validation to be confirmed eventually.

The larger Contract staff at KRA currently feel betrayed and are of low morale as they face uncertainty about what will happen after the six Months(1st December 2020 to 31st May 2021)they have been given to improve and attain 90% above. There is no clarity on what will happen after the six months other than the threat of termination of the contract,we are not certain whether we will be confirmed if you score higher, given a new contract and whether the score will remain the same.

The permanent staff and other contract staff who had not gone through the validation process are to undergo the process anytime before January, though there is a lot of tension and some are even sceptical on what the process intends to achieve.

The Final score ignores a lot of technical issues and cases whereof disabilities or terminal illness and those working from home.

Given that KRA has no staff union the employees suffer in silence for fear of victimization and fear of being fired.

The entire validation process has killed the organizational Team spirit, since everyone is fighting for themselves. The validation process seems to have had a predetermined outcome before the process.

This has largely affected Revenue collection since staff spend a lot of time to gather evidence; there has equally been concerned from clients regarding Time taken to clear cargo and time taken to have their issues resolved given the concentration given by staff towards the validation, which has been seen to determine their future stay in the organization.
