KRA CORRUPTION: A Fish Rots From The Head Down Case Scenario

After the recent crackdown on alleged corrupt Kenya Revenue Authority employees that saw many junior revenue officers arraigned in court then later remanded for a number of days purportedly to allow time for full investigations to take place, it has now emerged that those arrested and arraigned in court were just but scapegoats to hoodwink the general public.

While the detectives involved in the investigations of the said KRA employees made their case by investigating the employees data on KRA computer systems which included Tax Legacy, Integrated Customs Management, Simba 2005 Manifest, Bio-metric Access Systems and news, they were completely looking the wrong way if they were to unearth the real corruption at the authority.

According investigations, the big fish known to have been ordering for the KRA X-Ray Scanners shut down on falsified software or hardware breakdowns are the real culprits who should be facing the charges instead of the junior officers whom they use as mere tools to carry out their dirty jobs that have made them filthy rich.

Inside information has it that highly valuable goods have been released on several occasions from the port of Mombasa under suspicious circumstances with all the scanners turned off and frantic activities taking place at the scanner section at Kipevu with IT experts pretending to be working around the clock to bring the scanner machines back to life.

It is during such moments that when high valued cargo slips out of the port with orders of seniormost KRA commissioners breathing fire claiming the authority should not lose revenue over a mere broken scanner, thus goods should be released with or without the scanners.
Those who have worked at Mombasa port intimate that it is during such made-up scanner breakdowns when you notice strange faces in expensive cars driving from one terminal to terminal another while the logistics teams are ordered into an overdrive to locate certain cargo containers and have the same loaded and escorted out of the Port.

Most of the cargo released during the blind hours when the X-Ray scanners have been intentionally put to sleep, belongs to powerful individuals, politicians, powerbrokers or the KRA commissioners who are also importers in their own capacity, but who would not wish to be seen to be involved in the import business.

The strange part of it is that should the KRA border control and enforcement officers demand for the sniffer dogs to be brought in, to at least help sniff for drugs and other contraband goods that could be passing through as the scanners are being worked on, that is when one will realise how deep corruption runs in the KRA top organ.

By that time, an arrangement would have been put in place early enough to have the K9 section expensive sniffer dogs hospitalised at the Kabete Government Vet Hospital under heavy sedation for a number of days thus grounded for a number of days if not weeks.

According to sources, these are just but a few of the weird methods employed by the top KRA commissioners to acquire wealth using their powers and offices, while seated at their Times Towers air-conditioned offices, but they will not hesitate to reach a quick decision to have a number of junior officers humiliated and locked away in custody as sacrificial lambs.

Senior assistant commissioners who aid in making the tax evasion for the bosses a success, whenever they are caught in the act are transferred to stations like Kisumu to allow the dust to settle down, then elevated to commissioners and moved to Times Towers on Haile Selassie Avenue Nairobi for serving their masters well.
