INTEGRITY QUESTIONS
The following are pertinent integrity questions raised with the Chair of the Commission but they fall on deaf ears:
i. Why is mismanagement/misappropriation of resources in the Commission rampant despite being an oversight body?
ii. Why are we witnessing rebirth of discrimination, nepotism, irregular recruitments, promotions and deployments?
iii. Why was a nutritionist employed despite having not met the requisite qualifications for the Human Resource Officer position?
iv. Why is a seconded legal officer (daughter to the Clerk of the National Assembly, Sialai) confirmed in a record of less than a month and put on a 3-year contract contrary to the HR Policy? This was done in contravention of the Human Resource Policy in place.
v. Why do Chair, Commissioners and CS regularly visit selected Regional Offices on Fridays and weekends? They draw a lot of money (perdiem) through these illegal visits
vi. Why do Commissioners and CS money-thirsty? In all CAJ functions held outside office, they pay themselves perdiem while other members of staff are accommodated in five-star hotels courtesy of GIZ. Is this not a classic example of unfair treatment encapsulated in the CAJ Act, 2011 that we purport to implement? The phrase, “It’s our turn to eat” is real.
vii. How was the complaint regarding partitioning of Wing C resolved? Or is it another attempt to sweep it under the carpet? A company believed to be related to one of the Commissioners was directly given the job to partition the office and Millions of money was paid.
viii. Why visit Huduma Centers when problems affecting such centers are well known and documented?
ix. Why do Chair, Commissioners and CS focus on issues outside CAJ mandate including security, gender, political and disability just to name a few, when we have agencies responsible for the same?
x. Why run the organization like a political party? Where is its independence?
xi. Why is there skewed allocation of the so-called scarce resources to particular departments believed to be Commissioners’ “basket”?
xii. Why are some departments grounded despite playing a pivotal role?
xiii. Why are Commissioners not signing work tickets when the vehicles are within their custody? Are they trying to conceal something?
xiv. If at all we are working as a team, why are we having three categories of tea prepared in the ‘fair’ Commission; why even prepare tea with mineral water?
xv. Kindly highlight benefits from the several foreign trips our ‘dear’ Commissioners have made since they assumed office. Is there value for money? My guess is as good as yours. The operations of the organization is totally grounded because Commissioners have used the scarce resources to crisscross the world.
xvi. Why is the CEO (the head of the secretariat) under siege -“sieke”? The CEO’s leadership is wanting.
xvii. Why do superiors harass and intimidate their juniors?
