The in-depth analysis of how KEMSA CEO Dr. Jonah Manjari’ sham rule that involves the abuse of public funds and office.
The Kenya Medical Supplies Authority (KEMSA) CEO Dr. Manjari is not supposed to hold any public office. I am writing this article as a concerned Kenyan with no malice at all.
Dr. Manjari should be investigated by the authority starting from where he has worked previously, from his management and way of working he is not supposed to hold any public office.
Through direct instruction from Dr. Manjari, KEMSA advertised for about 50 positions, purporting to be in support of Universal Health Care (UHC). Looking at the advertised positions, one wonders how will mason, carpenter, plumber, security, cleaner and kitchen staff add value to the UHC?
KEMSA is not running short of the above manpower, in fact we have in excess, UHC is not coming to expand the institution in any way.
The position for Senior procurement officer was advertised, but from the insider Dr. Manjari has proposed to employ 3 and procurement officers as per advert was 3 but he is proposing to employ 4. Now the question is, where the budget for the additional persons? What are they coming to add yet already we have bloated workforce? Some who are already employed here don’t have much to do and feel underutilized.
The position of Procurement assistant was not advertised, but recruitment was conducted and so far, 3 people will be employed according to the interview panel.
Drivers
It beats logic to hire more drivers for trucks yet the service is outsourced; it is even more sad to hire more drivers, because currently, drivers outnumber the vehicles.
From his close circle, he intends to frustrate the staff and replace them with the new recruited officer to fix his line-up.
This is waste of public funds and resources.
Dr. Manjari is using UHC project to create position for his friends and align them in the system with the intention of stealing from the public funds.
This CEO Mnajari has nonshame, he openly asks for kickbacks from suppliers and even throws in the name of Health Cabinet Secretarry (CS) Sicily Kariuki. He often boasts that he has to give a percentage of the bribes to the CS and that all suppliers must comply. He harasses suppliers.
He has been heard saying that he shared the bribes with CS Sicily so that he can be protected.

The Board has been pocketed?
Where is the board when KEMSA is undergoing through all this?
It was thought by having a new board chair, that is able, and with a wide range of experience in the public service, will make KEMSA a better place of work. However, it seems like their role now is to rubberstamp decision.
How much do they receive from the kickbacks?
Is there budget to pay for extra positions?
Was there approval to add more employees in terms of numbers from the initial advertisement?
Looting through travels.
Dr. Manjari has often boasted that he is fighting corruption, however, in the month of June, he was supposed to travel to Dubai with two staff from his office, that is, a personal assistant (PA) and secretary. However, to the surprise of many, the PA was paid per diem even but never travelled, he just hid in his home in Kiambu for the period of travel.
The CEO, his secretary and another unidentified female travelled to Dubai on expense of KEMSA.
Who authorized a non KEMSA staff to travel?
Why did KEMSA finance department pay for the air ticket for a non-KEMSA employee?
Impersonation
From the insiders the stranger (lady) is alleged to have had a name tag to the conference of a KEMSA senior manager name “Caroline Gichinga”.
This whole deal needs to be investigated as this is a serious breach of trust and even security.
We are requesting the authority to dig into that matter.
Early this year, there was an exhibition to Dubai again, the same CEO and two other KEMSA staff were sponsored by a supplier to go and meet the manufacturer to work on some specifications.
This should also be investigated because it is contrary to the law.
This is a CEO who came to milk KEMSA and enrich himself but not to assist the ordinary Kenyans who are suffering in hospitals. Under his leadership, KEMSA is badly off.
The Director of Public Prosecutions (DPP) office, Ethics and Anti-corruption Commission (EACC) and the Directorate of Criminal Investigations (DCI) should come to speed to investigate this person before he does more harm than good to the institution.
Today if the development partners withdraw; the CS Health and KEMSA board will be blamed.
Who will save KEMSA?
CS Kariuki should arrange a meeting with KEMSA management separately to understand what is happening in KEMSA.
I have written this article with a lot of maturity and with good intension as Kenyan and with the aim of saving KEMSA. This article will be remembered by Kenyans in future if nothing is going to be done. It has no malice but to save KEMSA from bad leadership.
Instead of boasting around on how he has bought media houses with corrupt money not to publish any article concerning his dirty deals, Dr. Manjari should focus on how he can bring harmony in the organization between the staff, KEMSA staff has been working as a community and that’s they have been able to excel in performance to an extent of being with other countries.
Conclusion
Dr. Manjari should respect other directorate professionalism and understand that they are there to assist in achieving KEMSA’s vision and mission and to offer advice accordingly. He must stop using junior staff in sealing his dirty deals and should work with the head of each directorate in harmony for him to excel.
He must stop fighting staff members for no apparent reason with the evil intention of replacing them with new recruited officer on contract.
As a polite reminder to Dr. Manjari, he should know that he is holding a public officer and not private office, let him treat staff with decorum, respect and humility.
Corruption should be fought from all fronts.
There is no evil corruption nor saintly corruption. You cannot boast about fighting corruption when you yourself are promoting it.
